BOCW: A Construction Project Compliance Checklist

Construction compliance is project-specific. A worker welfare card, a contractor's registration and a cess deduction entry each serve different purposes and should not be treated as interchangeable evidence.

Separate the three checks

Review covered-establishment registration, eligible worker welfare-board registration and construction welfare cess separately. Identify the employer and contractor responsibilities for each site under the laws and state rules currently in force.

Reconcile cost and cess records

Collect work orders, approvals, cost estimates, bills, assessments and payment acknowledgements. Cess is assessed on the legally defined construction cost, not merely the labour wage bill. Verify exclusions and prior deductions before paying.

Keep the site file current

Maintain applicable workforce, wage, attendance, safety and welfare records. Track notices and processing with the relevant authority. Rates, registration requirements and legal transition rules should be checked for the project rather than copied from another state.
